Anna Lamberti Holmes is a Senior Assistant City Attorney for the City of Bloomington, where she advises city departments, elected officials, and appointed boards and commissions. She also develops the City’s state and federal legislative strategies, drafts legislation and contracts, and provides training on municipal law and governance.
Before returning to Bloomington, Anna spent more than two decades working in local government and nonprofit leadership in Dallas, Texas. During her 17 years with the City of Dallas, she served as an assistant city attorney, legislative manager, and fund development manager. She led the City’s state legislative program, advised public bodies on legal and parliamentary matters, and directed a citywide grant-writing initiative that secured approximately $50 million annually in competitive funding.
Anna earned both her law degree and Master of Public Affairs from Indiana University Bloomington and holds bachelor’s degrees in English and history from Saint Mary’s College. She is admitted to practice law in Indiana and Texas.
Anna is happy to be home again in Indiana, where she lives with her husband, twin seventh graders, and their dog. She looks forward to drawing on her experience in law, government, and community service to contribute to Indiana’s future—and to help more women find their place in shaping it.
