Jessica Harlan-York

A native Hoosier, Jessica Harlan-York has devoted her entire career in service to her home state, with a passion for advocacy for those with disabilities. Currently she is the Chief Operating Officer of the Division of Disability and Rehabilitative Services (DDRS) for the Family and Social Services Administration (FSSA) with the State of Indiana. Prior to that, she spent over six years as the Director of the Bureau of Quality Improvement Services, a division of DDRS. Previously, Jessica was a Deputy Attorney General within the Medicaid Fraud Control Unit of the Office of the Indiana Attorney General.

Jessica represents consumers of Indiana as a board member of the Indiana State Board of Nursing. She channels her interest in fashion when she is volunteering with Dress for Success, and happily devotes her time and energy as a board member for her children’s parent/teacher organizations. She has served as President of the Health Care & Life Sciences Section of the Indianapolis Bar Association, President of her homeowner’s association, and was a member of the Robert H. McKinney Hall Center Mentor Board.

Jessica graduated from Bishop Chatard High School in Indianapolis and continued her academic career at Indiana University-Bloomington. After that, she came back home to Indianapolis and received a Doctor of Jurisprudence from Indiana University Robert H. McKinney School of Law, and was sworn in as a licensed attorney.

Jessica lives in Lawrence Township with her husband, two children, and chocolate lab. She enjoys working in her garden, barre and yoga classes, reading, and loves to travel, with a goal of visiting all fifty states and every national park, as well as trying local coffee and ice cream shops at each destination!
