Bianca Tirado serves as the Chief Deputy City Clerk and Chief of Staff for the Office of the City Clerk. Bianca serves as the administrative arm of the clerk’s office, working to advance the Clerk’s vision of an open, honest and transparent municipal government by ensuring the preparation and maintenance of records pertaining to the business conducted by Common Council members. She also serves as the fiscal officer and oversees all personnel and Human Resource related policies for the Clerk’s Office and the Common Council.
A Chicago native and raised in South Bend, Bianca earned her Bachelor of Arts degree in African and African American Diaspora Studies at Indiana University. Bianca is an advocate for diversity and inclusion initiatives in the community. She currently serves on The Logan Center Board of Directors and the South Bend Civic Theatre Board of Directors, where she Chairs the Inclusive, Diversity, Equity, Access (IDEA) Taskforce.
Bianca is a proud Hoosier Women Forward Class 2 Alumnae and is currently working on her Masters of Executive Nonprofit Administration at the University of Notre Dame. She currently resides in South Bend, IN with her Partner Pamela and her niece Lilyan Madison.
