Whitney Carter serves as Corporate Counsel at the Midcontinent Independent System Operator (MISO), where she advises on complex energy regulatory and resource adequacy matters before the Federal Energy Regulatory Commission (FERC). Whitney brings broad experience in energy regulation, public finance, economic development, and complex commercial matters, helping organizations navigate high stakes legal and policy issues while building consensus among diverse stakeholders.
Throughout her career, Whitney has been committed to public service and creating opportunities that strengthen communities. Before joining MISO, Whitney represented municipalities, nonprofits, and developers on multimillion-dollar public finance and economic development initiatives that expanded access to housing, education, and critical infrastructure. She also served as an adjunct professor at her alma mater, the Indiana University Robert H. McKinney School of Law, where she mentored aspiring attorneys and cultivated the next generation of legal professionals.
Whitney’s dedication to leadership extends well beyond her legal practice. She serves on the boards of the Indiana Diaper Bank and Keys2Work and is an active member of The Links, Incorporated, Circle City Chapter, serving on both the Bylaws and Services to Youth committees. Through these roles, she champions initiatives that advance educational opportunity and workforce development throughout Indiana.
