Jessica Irvine serves as Chief of the Water Enforcement Section at the Indiana Department of Environmental Management. In this role, she oversees a team of public servants working to bring entities violating state and federal water quality regulations into compliance. She is deeply passionate about protecting the environment that we all share and future generations will inherit. As a first generation college graduate, Jessica holds a B.S. in Public Affairs with a major in public financial management and a Master of Public Affairs with a concentration in environmental policy and sustainability from the O’Neill School of Public and Environmental Affairs at Indiana University. In addition, she holds a Business Foundations Certificate from the Kelley School of Business. Jessica is an Indiana native and has lived in Carmel for most of her life. In 2023, she was the Democratic candidate for Carmel City Council in the South Central District. She has served as a Clay Township Precinct Chair since 2019. Additionally, she has served on the executive committees of the Hamilton County Young Democrats and the Carmel Democratic Club and volunteered on numerous local campaigns. She has been an avid volunteer for animal welfare organizations for many years.
